The National Apprenticeship Promotion Scheme (NAPS) is an initiative of the Ministry of Skill Development & Entrepreneurship (MSDE), implemented through the National Skill Development Council (NSDC). The scheme focuses on promoting apprenticeship training in optional trades by enabling industries to engage apprentices and develop industry-ready talent through structured on-the-job training.

Applicability:

  • Applicable to all establishments, including MSMEs and large enterprises
  • No minimum employee strength required

Stipulated Apprentice Headcount:

Organizations are required to engage apprentices equivalent to 2.5% to 15% of the average employee strength of the preceding financial year

Eligibility & Qualification:

Candidates eligible under NAPS include: 5th Pass, 10th Pass, 12th Pass, ITI, Diploma, Graduate

Minimum Stipend Structure (INR):

Candidates eligible under NAPS include: 5th Pass, 10th Pass, 12th Pass, ITI, Diploma, Graduate

  • 10th Pass – ₹8,200
  • 12th Pass / ITI – ₹9,600
  • Diploma – ₹10,900
  • Graduate – ₹12,300

Key Scheme Benefits:

  • Apprentices are not considered regular employees
  • Exemption from statutory benefits such as:
    • Provident Fund (PF) – 13.36%
    • ESIC – 3.25%
    • HRA – 5%
    • Bonus – 8.33%
  • Overall cost saving of approximately 30% for employers

Government Reimbursement:

Government provides reimbursement of 25% of the stipend or ₹1,500 per apprentice per month, whichever is lower

CSR Benefit:

Training expenditure or engagement of 2.5% mandatory apprentices can be booked under CSR funding, supporting corporate social responsibility goals
